is this a cackling goose (1 Viewer)

Bill is too long for hutchinsii (Richardson's Cackling Goose; the expected race in eastern US) as well and head shape is best for Canada. Probably a Lesser Canada Goose (B.c. parvipes) , which is a lot smaller than some of the other races in eastern US, particularly the widespread Giant Canada Goose (B. c. maxima), which was introduced into eastern US.

"Lesser Canada Goose" are actually quite rare in the east, I think it's more likely one of the smaller migrant races in the east, "canadensis" or "interior", which can look quite small and small-billed compared to the larger introduced "maxima" and "moffitti" races.
 
I agree with Canada goose. I've heard that lesser Canada goose is rarer than cackling goose in the east, so I certainly wouldn't attempt to make any attempts at subspecies identification, especially with these photos.
