I think it's a juvenile white crowned sparrow.

Certainly looks like a Neotropic to me. We had one here in New Jersey a couple of years ago and it stayed for quite a few months. Ours was a juvenile.

Sparrow looks like an immature White-crowned to me but tough call from these two photos. Maye a sparrow expert will weigh in on the ID.

See the range maps for Arizona. If you were in the South end, many books have a small spot there. Also eBird will have maps.

it has huge clusters of birders seeing it in Phoenix and Tucson and even North.
