A little explanation: v.117-118 (1997-1998) - Bulletin of the British Ornithologists' Club - Biodiversity Heritage Library .
I have read Rule 15.1 term conditional proposal refers to as a proposal uncertain or with clear hesitation. I think question marks would make a proposal conditional. What certified the conditionality here?
A 1995 paper placed the Magpie in synonymy of another subspecies but did not attack the nomenclature system.
