Hi everyone,

I was wondering if I could get some thoughts on this raptor seen in summer 2020 (2019 maybe) over Bagnères golf course in the French pyrenees.

It's a terrible pic as I wasn't birding at the time, so no scope or even bins or camera.

Any thoughts would be greatly appreciated.received_587494135677540.jpeg
 
Might it be a juvenile harrier - perhaps Montague's? The colour pattern in the second/third photo looks quite a good match for this, although I realise this may contain artifact.
