Buzzard? Please help ID (1 Viewer)

Hello all. There is some debate on a fishing forum I'm a member of, about the identification of this bird, seen in the Highlands of Scotland. The person that posted it says golden eagle, which I suspect is wishful thinking. I think it's a common buzzard, but I'd appreciate a definitive answer from the experts, please.

The latest suggestion was rough legged buzzard, but one said dodo. I had to laugh... the latter felt only slightly less plausible than the former.
