Destin FL, USA - early May - ID help (1 Viewer)

Hi there,
A non-birding friend sent me this photo asking for an ID. She took it several days ago in Destin FL. The best I could think of was Red-Breasted Merganser. This it the only photo. I was hoping someone here could either confirm or suggest another bird. Thank you!

The photo has a high level of contrast which makes the birds look odd, but Red-breasted Merganser looks correct.
