Not my photos: from a friend in Iraq. Best he has; all help appreciated. " It was seen in a mountain range north of Erbil, kurdistan. Not as big as a fish eagle If that helps."

I can see why you think that, but the second pic (they're all the same bird) seems to rule that out ...
 
The photos probably aren't good enough to be certain, and I don't have the most relevant fieldguide to hand but I wonder of Brown-necked Raven is a possibility on range.
 
Doesn't look like Brown-necked to me on shape/structure. I agree with Common Raven. The kestrel looks like possibly has the two central feather longer given the shape of the black subterminal tail band, so might suggest, albeit not definitively, male Lesser Kestrel
