Fairy or Little Tern? Rockingham, W. Australia (1 Viewer)

Two birds taken from video a week apart in mid to late February this year in Safety Bay, south of Perth. I suspect Fairy Tern rather than Little but my book says it should have bright orange bill??? Any help greatly appreciated.

I have no personal experience of Fairy tern, but I think it should be Fairy with this bill and head pattern,
