Female Black-faced Bunting, Toyotashi, Aichi, Japan (1 Viewer)

Bird observed in Maeda Koen park, in Toyotashi, Aichi, Japan (November 2012). Was skulking about in the scrub bordering a small water management pond.

I believe it is a female black-faced bunting, but was far less yellow with far less streaking on the breast, compared to other birds observed. I would appreciate any thoughts on this bird. Thanks.
