I think it´s a Sparrohawk, according to ebird in the area there´s the Rufous-breasted but the photo doesn´t show any rufous part, it was quite dark and raining, I overexposed as much as I could and this was the best result:

Broad arm and barring going up to chin with grey head: Ovambo Sparrowhawk

Note barred flight-feathers - thus not (adult) dark chanting-goshawk - I presume.
