size is difficult (of course if you see or photograph them together it's very obvious), legginess yes but also not 'foolproof'. but i'd agree on a first year (2cy?) long-legged buzzard. it seems to lack a thin dark subterminal band in tail of vulpinus, solid carpal patch is good for LLB too and there's no visible paler median covert band.
 
To me the "rough-legged-look-alike" (dark) carpal patches combined with not so strong marked underwing-coverts (lack of pale central band) give a long-legged buzzard.

The stucture on the bill (relatively heavy/long) and IMO long wings also tell LLB.

It's a 2 cy bird judging by lack of dark band on the secondaries.
