ID help for plover, Laguna Vista, TX, USA (1 Viewer)

I photographed this individual, separated from other birds on the flats at Holly Beach. The neck band is incomplete, the bill seems short, the color is too dark for Piping and not dark enough for Semipalmated. Snow Plovers have been reported farther up the valley. I did find adult Semipalmateds and Wilsons. Which one do you think this is. I have only this single photo. Thank you.
