ID question and Hello - San Francisco Bay (1 Viewer)

Hello to all--I'm located in NJ, and I've been birding for since the 1990's, but there's always much to learn.
I hope to learn from all of you which is what brought me here.
Can anyone ID this bird that was spotted flying over Angel Island State Park in San Francisco Bay.
Lots of possibilities, but so far none hit the spot.
As you can tell, the bird was gliding/soaring and not using powered flight.
Thanks for any ideas.

Dark juvenile red-tail? But the tail looks long...

It seems rather long-tailed, but Red-shouldered Hawk seems the best fit.
