Marsh Bird - Zarate, Buenos Aires, Argentina (1 Viewer)

I would appreciate thoughts on this bird, seen in a marsh near Zarate, Argentina. Seen December, 2018 - generally foraging low in thick weeds/grasses.

Try to add larger image. My initial thought was tawny crowned pygmy tyrant (which had been reported in the area), but the wings seem off for this species.
