I took this photo today at Lake Fairfax in northern Virginia. The ducks in front are hooded mergansers, but are the ones in back green-wings teals? If so, it's a first for me. (I also got some nice shots of some wood ducks. A good day overall.)
I'd say "confidently". It's teal-sized, looks like a teal (e.g. all-black bill with pale feathers at bill base) and it's not a blue-winged teal because it has a white stripe by the tail.
