Sorry, nope - it still has juvenile (black with narrow white fringe) tertials and a few remaining juvenile mantle feathers, so is a first-winter :t:

Distinguishable from Red-necked Phal by the stouter bill.

I would agree with first year bird. Only vague markings on the neck and chin, but enough to say 1st year. A few week's ago these would have been darker and with a hint of orange. See here, one I photographed in Norfolk, UK a couple of week's ago.
