Puzzled by Positioning (1 Viewer)

Came across this image on google maps, was very confused as to why the birds were in this position as it does not seem to be copulatory. I've loosely identified the species as the square-tailed kite which is native to western australia. They don't seem to have a particularly unique breeding behaviour so I don't think this is one and while it could be a fight I'm not sure since I'd think the image would be more motion blurred. Any insight to this behaviour would be appreciated. I know I don't have a lot to go on but this one did puzzle me. birbs doing stuff.png
