Raptor? - Firth of Forth (1 Viewer)

I saw this distant bird come in off the Firth of Forth this morning. Pretty sure I saw it being mobbed by a small bird at one point. It was always distant and moving away, but struck me as Common Buzzard sized, however, the silhouette looks a little strange, although that might be due to a full crop. Any thoughts?

Educated guess wiuld be Honey Buzzard
I disagree, in my opinion this is just another case of a raptor being pictured from a weird angle. The birds head looks more bulky and I don’t see anything that significantly favours a honey buzzard over a common buzzard. I have plenty of pics of common buzzards, booted eagles and other raptors flying in ways that exaggerate their structures.

I did not ID the bird but gave an educated guess on an unidentifable picture. Still length of tail, rounded corners and notch are just perfect for HB
