Raptors (East Coast Spain) (1 Viewer)

I have two photos of two strange raptors which I felt were different, see attached. This was at El Hondo, which currently has booted, Bonelli's and greater spotted eagles present here and all possible.
This bird was very dark and flew like a greater spotted eagle (which I saw earlier in the day 15 meters away), but seemed small for it:

This was a different bird, seemed big:

First silhouette only: small bill, no Eagle, Common Buzzard maybe, difficult
Second is Common Buzzard

First looks like Marsh Harrier to me but not sure either. Agreed on second

... or even both Common Buzzard, as Tom says; don't see a harrier at all in the first image.
