I am unsure of this bird’s ID. It was seen perched in the Oregon coast range in an area of extensive forest with many clear cut areas. No old growth but varying ages forest with patchwork of cut areas. Photos taken with iPhone through our field scope. The bird took to the air after a moment but did not flap. It simply spread its wings and lifted off in the stiff breeze. We could not see it’s back and did not get a good look at the undersides of the wings. Approximately the size of a Red-tailed Hawk but no red tail and no obvious petigial markings. Any help will be much appreciated. Gary
