Shorebirds - Tualatin NWR, Oregon (1 Viewer)

I saw these 4 shorebirds from far away - they seemed to be in flight from one grass area to another, not necessarily (but not sure) actually wading along the shore, especially as there was almost no mud at Tualatin NWR today. These birds feel bigger than Western and Least, with slightly longer, thinner, downcurved bills, although not sure there either. Any ideas? Or are these Westerns?
