Small black and white bird in Merced County, California (1 Viewer)

I saw this bird on the morning of February 13, 2022 at the Merced National Wildlife Refuge, and after looking through my bird books, I have no idea what it is. Can anyone help me identify it.

Thanks Larry. Most of the Black Phoebes that I see seem to be more of a very dark brown than this one appears to be, but looking in my books again it look like you are correct.
