Tajikistan pipit (1 Viewer)

I saw this pipit yesterday in an arid area around 1100m/3600ft above sea level. Water Pipit is most likely, but it's a transitioning bird with dark lores and really light breast spotting so I want to make sure it's not a Tawny Pipit (or something else I haven't considered).
