Tokyo Bay, Japan: Grebe Identification: Slavonian or Black-necked? (1 Viewer)

Hello there

I saw this grebe at Kasai Rinkai Park in Tokyo earlier today. Usually, the smaller grebes are Black-necked. However, this one appears to lack the rising-curved bill and the clear raised forehead of a BNG, so I'm thinking a Slavonian may be possible?

Any advice would be helpful,

The dark cap extending below and behind the eye, the curved lower mandible (lacking a white tip), and overall general "fluffiness" make this a black-necked grebe in my view.
