Two Waterfowl, Northern Virginia, USA (1 Viewer)

Apologies for the poor photograph, I took it today at Mason Neck State Park on the shore of Belmont Bay, in Northern Virginia. There are two waterfowl in the photo. They were almost black silhouettes in the original photo, and I've lightened things considerably. They look to me like two different species. Can anyone identify either of them?
