U.S - Northern Oregon Coast - Solid black water bird. (1 Viewer)

I took several shots of this bird during our (My wife and I) visit to the Northern Oregon coast, I researched it, but the best I could come up with is a Pelagic Cormorant, but not sure due to the overcast and foggy conditions.
