This bird was seen in the Greater Rann of Kutch in February. I keep changing my mind as to its ID. Thanks for any help

Also because your field impression of the bird is very important. I suspect there's not enough in this image to be able to say much
 
I initially thought Indian Tree Pipit, then had other thoughts which were very varied. I've now gone back to Tree Pipit, but still unsure!
