I guess I have to agree with Butty.... can't think of anything else that could fit. Strange looking beastie!!! LOL

The beak colour and length threw me off. Plus a different feather colourings. It's been sitting in the same place for an hour and in torrential rain!
 
Agreed that this pigeon is probably ill, but wondering if it is also an escaped "fancy" breed of some sort rather than a "normal" feral pigeon? It seems to have big swollen rings round its eyes, which are seen (alongside many other odd features) in some "fancy" pigeon breeds.
