what kind of raptor could this be? Maybe a hawk?

Maybe a hawk?

'Hawk' isn't really a useful definition of anything in the Americas. And not much better anywhere else.
Presumably immature red-tailed hawk. Bill looks too big and tail-pattern wrong for rough-legged hawk.
