I think even from this angle, you'd see the very obvious white edging to the secondary coverts, very noticeable in the field.

Legs don't seem to be red enough and a bit too long?

The white line I refer to is seen in the attachment as can the deeper red legs.

Pale Chanting Goshawk to me.
The upper chest and throat is pale grey and the eyes are red in adults, though they may appear black, see my bird photographed in Namibia, at first look the eyes are black, but zooming in they are red.
Also Gabar has diagnostic white tips to secondaries as seen in Andy Adcock's post

It's a Chanting Goshawk indeed, Andy Adcock's comment on secondaries is correct. Being an immature bird does not make the species ID easier, but newer coverts still rather dark so imo it is a Dark Chanting Goshawk, size would help as Pale is much larger
