Best spotting scope for $1000 (1 Viewer)

Do you mean a whole setup, body, eyepiece, tripod and head or just the actual scope (and eyepiece)?

Is this theoretical or are actually looking to buy something?

Look at the specifications of the Opticron MM4 60mm with zoom eyepiece.
Compact and light but good optical performance.
And well within your budget.

And you have the option of a couple of fixed mag eyepieces to add as and when you can afford them (not that they are expensive)
 
I recently acquired a used Nikon monarch 82ed for just under $1000 usd. For that extreme markdown I was willing to risk it without the manufacturer’s warranty (non-transferable from Nikon - ugh). There are currently two refurbished nikon monarch scopes on Nikon’s website (w warranty) for about $1k. Of course, you will need a few hundred more for a tripod and head.
