Raptor in Kruger Park South Africa (1 Viewer)

Below a raptor I saw in the Kruger Park, South Africa, in October 2018, near Satara rest camp. Awful picture. My camera refused to focus on the bird. I have no idea but I do wonder with that head having a different colour. The field guide mentions a dark-headed form of Wahlberg's Eagle. Could that be it or just a Tawny Eagle? Just hoping anybody can make something of it. Thanks!
