Are the attached images of a Blue Mint Beetle? I know that this particular beetle is scarce in the UK and considered a pest by gardeners.

I'm not a beetle expert. I simply searched for images with google. But precisely, if you have the original photos you could improve them and search with google, waiting for the expert.

If by "Blue mint beetle" you mean Chrysolina coerulans? (always helps to include proper name), then your photos do not show this species or even this genus which look very different. They are, however, Chrysomelidae, probably Altica which would fit the plant it is on that looks more like Epilobium than Mentha.
