Falco in north spain (1 Viewer)

Hello, last sunday 13/10/2019 we saw this Falco in Santoña , Cantabria( north of Spain )
I know it`s difficult with this bad picture, but can be Falco eleonorae?, there is no orange and the winds are similar ....

long wings (especially the arm) and broad based long tail look good for Eleonora’s, I don’t think we should rely on colors here, single pictures can be deceptive though
