Taken this past weekend off the coast of San Diego.
I think a Brown Booby.

I learned something new: I was not aware of Pacific males getting a paler head (according to Sibley). I am still a little concerned with the bill being dark, but I have difficulty with which alternative it could be. 99% BrBo for me.

Brown Booby for me also (though I’m bothered by the dark bill too).

If you google image search Brewster's Brown Booby it looks like a dark bill isn't unusual

There is only one gannet that has ever been seen in the north Pacific, an adult that has hung around the San Francisco area the last few years.
