Male-Female Hawk - Central Texas

I have been following this Red-shouldered Hawk for a month now (on right). As you can see it has a problem with no claws on it's right foot. I've noticed this past week it has been very vocal and hanging out with another hawk. Is this the beginning of the mating season and is there a way to tell which is male and female? Thanks.
