I'm not sure you can get a definitive answer from these photos. One of the key features distinguishing Bell's and Sagebrush (it is one of those two) is streaking on the back, which we cannot see at all. Even with great photos this can be a difficult identification. Location could possibly settle it as a practical matter: Bell's is only ever found in the southern part of Nevada; if you saw it anywhere else in the state it is almost surely Sagebrush.
Thank you very much rkj! Very useful information. We may just have to go to the location again and see if we see this bird in more detail next time. It was southeastern Nevada.
