In my head, the tail is too long for a Red-shouldered Hawk and I go with Cooper's

I agree with Eastern Phoebe and Cowbird.

How, then, do you explain the dark throat on the bird #4, the buffy wing panels in the wing tips, and the pale tail bars being obviously narrower than the dark tail bars?
