The Eponym Dictionary of Birds
Yellow-browed Bulbul ssp. Acritillas indica guglielmi Ripley, 1946 [Syn. Hypsipetes indicus guglielmi]
Major-General William Joseph Donovan (1883–1959) commanded the American troops in Ceylon (Sri Lanka) (1944) and was a courageous and successful soldier. He was awarded the Congressional Medal of Honor (WW1) where his actions earned him the nickname 'Wild Bill'. During WW2 he became head of the OSS (Office of Strategic Services), the predecessor of the Central Intelligence Agency. He was an Assistant (1945–1946) to Robert Jackson, Chief American Prosecutor at the Nuremberg War Crimes Trials. He became US Ambassador to Thailand (1953). The word guglielm is a latinised version of 'William'.

Maj.-Gen. William Joseph Donovan (1883-1959) US Army, intelligence officer, lawyer, OSS Co-ordinator 1941-1945 (subsp. Iole indica).

I just wondering what the OD tells us about the honored Mr. Donovan. So no doubt about the claim and ist is somehow confirmed here Curator Getting Around. as well.

One of these, a bulbul, or thrush, he named Microscelis ictericus guglielmi, after General Donovan. He notified Donovan of this fact via secret pouch. “I always suspected you were giving me the bird,” the General wrote him jovially, “and now I know it.” Escorted by Ripley, Donovan visited the guglielmi in the Smithsonian a year or so ago, and gazed at it with approbation.

A long article on him in William J. Donovan - Wikipedia .

...
The Yellow-browed Bulbul ssp. Acritillas indica guglielmi RIPLEY "1946" (OD unseen also by me, at least I haven't seen it in full), was described as "Microscelis ictericus guglielmi", (elsewhere a k a Ripley's Yellow-browed Bulbul), ... however, see the Google snippet view/s; here, and here (dated "1944" by Google?):
This race is named in honor of my friend and chief while I was in Ceylon, Major General William J. Donovan.
... guglielmi being the latinized genitive version of/for William.

The Type itself: here (alt. here).

But, as well, note that the same Paper (to my surprise) was/is listed in Index to Spolia Zeylanica (of June, 2021, here) on p.24, as [my blue bolds]:
COMMENTS ON CEYLON BIRDS
Author : Ripley. S. Dillon
Journal : Spolia Zelanica, Vol. 24,No. 2 ; 1945 Dec. pp.197-236 ;
Maybe noteworthy is (or could be?) that this Index doesn't list any No. 3, of Vol. 24 (at all) ...?

Though, also note that most (all?) other sources lists Ripley's Paper as being published in "1946", in: "Vol. 24 (No.3)", same pages ... ? Like here, here, or here (the latter by the normally very trustworthy Dickinson ..., 2002): "Ripley, S.D., 1946. Comments on Ceylon birds.— Spolia Zeylanica 24(3): 197-241"

Also see Handbook of the Birds of India and Pakistan, by Sálim Ali & Sidney Dillon Ripley (himself), from 1978 (Google Snippet view/s, here).

Either way, I have nothing new (neither additional, nor contradictory) regarding the Etymology/Dedicatee.

Thus, take it for what it's worth. Just some stray observations ...

Hopefully of some use/help?

/B
