Astronomical eyepiece compatible with Kowa 883? (4 Viewers)

Hope this is right thread to inquire about this odd adapter I have purchased during acquisition of a 20x kowa eyepiece from Japan. It's a 1.25" and has KW-317 written on side. Is it Kowa official part? It doesn't "feel" like it is and maybe a Japanese third party manufacturer for astro enthusiasts?
