Can you please identify the bird feeding with the Brown Pelicans? (1 Viewer)

SScreenshot 2023-11-22 at 5.57.04 PM.pngShot this morning from the beach in Santa Monica,CA. I always see these birds near brown pelicans when the pelicans are feeding. Could you please identify them? Are they looking for fish scraps?
