Golden Eagle? Kazakhstan (1 Viewer)

Looks like a cinereous vulture (Aegypius monachus) to me.

It seems to have a white ruff, which put me off. There's also a hint of sandy colouring around the side of the nape, which made me wonder if I could trust the dark underpart coloration.

These are regularly seen in Aksu Zhabagly + have seen them here several times. Never seen Himalayan Vulture at this reserve, though Eurasian Griffon does, but have seen the former further east in the main Tien Shan mountains. Golden Eagles are pretty common around AZ, but this photo isn't one.
