I have never seen a white/pied Wagtail with such bright coldlemon yellow hues on the face

Not quite, Its a citrine as Alex guessed... though it's a hard one. Probably should of mentioned this was not taken in the Uk however it was taken in an area were citrine wagtails are much rarer.

Likely Spanish Sparrow, but note that it wouldn't be confirmable on a lone female from an unknown population, etc. So, possible to ID with reasonable confidence in the field, where males present etc, not so much from photos....

It's a female Spanish as you say, there was a male close by. Taken in GC.
