I agree with the Fern. Definitely an Accipeter, not a Buteo. Not an easy choice between Cooper's and Sharp-shin, but I'd lean somewhat confidently toward Cooper's too: impression of small eye compared to size of head; robust feet. Took a bit of staring but I also see what The Fern saw in the tail: there's an outer tail feather that's shorter than the others (look for the white band that marks the feather tip).
