Hawk ID Lincoln NE USA (1 Viewer)

Photo taken yesterday by Lincoln NE USA...any idea what kind of hawk this is? My first thought is always red-tailed hawk but the tail doesn't seem red:

Immature Red-tailed Hawk. The tail isn't red until the bird is an adult - after 2 full years. Another good mark for an immature Red-tailed is the light "panels" on the outer wing - at the base of the primaries.
