Help ID large raptor (1 Viewer)

Hello, today I spotted a very large raptor in McMinnville, OR (1.5 hrs SW of Portland). I would consider it eagle size. It had a solid black back, reddish tale, and tan chest. The only photo I got was from a distance. Of course I consider the red tailed hawk which is very common in this area, but the large size and solid black back through me off. Thank you!!
