Monsignor Felix Biet (1838–1904) was a French missionary on the Burmese/Chinese border. He was posted to Bhamo /1873) and became Bishop of Diana. Two mammals are named after him.
Monsignor Félix Biet (1838-1901) French missionary to China (subsp. Fulvetta vinipectus, Ianthocincla, syn. Spinus thibetanus).

Without checking archive en ligne from 0850 - BIET Félix-Marie - IRFA I would go for:

Félix-Marie Biet b. 21/10/1838 in Langres d. 09/09/1901in Saint-Cyr-au-Mont-d’Or

No birds:
Rhinopithecus bieti Milne-Edwards, 1897 OD v.3(1897) - Bulletin du Muséum d'histoire naturelle - Biodiversity Heritage Library
Felis bieti Milne-Edwards, 1892 OD t. 3 (1892) - Revue générale des sciences pures et appliquées - Biodiversity Heritage Library

b. 21 Oct 1838 in Langres, Haute-Marne : here (cote 1 E 269/87), 275/483.
d. 09 Sep 1901 in Saint-Cyr-au-Mont-d’Or, Rhône : here (cote 4E12054), 9/15.

In both, he is just called Félix. (I assume that "Marie" must have been added at the time of his ordination, and had currency only within the Church.)

In his death record, he is described as "évèque titulaire de Diana, vicaire apostolique du Thibet" = Titular Bishop of Diana (= Zana), Apostolic Vicar of Tibet.
