It was a long way off and my phone wasn't good enough for a photo, but I would say it was too small to be a buzzard, unless if the young are smaller... I wonderd if it was a Kestral.

youngs are not smaller but this is a juv Common Buzzard.
Size is nototiously difficult to assess in the field.
