Manfrotto XPRO-2W fluid head locked panning problem (1 Viewer)

Hi, I'm having an issue with the MHXPRO-2W fluid head in that the dial on the lefthand side (labelled U) in the manual is locked tight.

Anyone know how to release that ? It enables the panning on the vertical axis.
