Hi Steve. The brown wing on the blue body would make me think European Roller. I think the head and bill shape in picture 2 is a factor of strong backlighting and a head tilt.
 
Roller has a dark eye stripe so I thought it may be a head angle issue, but I see your point and tchagra looks like a better fit (but not without issues as you acknowledge).
